MUJERES-PARAGUAY: Nueva mirada policial a violencia sexista

ASUNCIÓN, mar (IPS) - Los oficiales Juan Cantero y Karin Colmán terminan algunos turnos deprimidos y agotados. Pero se reponen rápido porque sienten que su trabajo en una comisaría de policía de la capital de Paraguay es importante. Integran una nueva división para atender a mujeres y niños maltratados.

Cantero y Colmán, ambos de 24 años, trabajan desde el 25 de febrero en la División de Atención Especializada a Víctimas de Violencia contra la mujer, la niñez y la adolescencia de la Comisaria Séptima, una de las dos de Asunción donde primero se implementó la iniciativa, que se extenderá paulatinamente por todo el país.

"Normalmente en las comisarías se reciben todo tipo de denuncias y entre ellas las de violencia intrafamiliar, así que muchas veces no se otorga atención y seguimiento adecuado a quienes denuncian", dijo Cantero a IPS.

Para su colega Colmán, la formación y la especialización es fundamental, porque la mayoría de los policías carecen de perspectiva de género y solo con ella la atención puede ser apropiada.

Analysis

A Past Reimagined for the Geisha:
Savior of the 1950's Sex Industry

INTRODUCTION

This paper looks at public discussion surrounding the enactment of
Japan’s Prostitution Prevention Law in 1956. It picks up the opinion
of commentators that the Japanese sex industry continued to flourish
even after 1956 because the geisha system was left out of the law.1 The
paper asks why the geisha system was left out of Japan’s Prostitution
Prevention Law, and why this exclusion was a boon for the country’s
sex industry. It then broaches a theoretical explanation for the role the
geisha system played in the success of Japan’s postwar sex industry.
This explanation draws on feminist Catharine MacKinnon’s idea of
the ‘Playboy standard’.2 The ‘Playboy standard’ is a phrase that stands
for MacKinnon’s opinion that the ‘respectability’ of Playboy magazine
protects all pornography from attempts to curb its production and
distribution. This paper argues that the geisha system established
a similarly ‘respectable’ standard for prostitution in Japan, and that
this shielded the wider sex industry from legal intervention in the
post war. It concludes that the geisha system has normalised and lent
respectability to the activities of the sex industry in Japanese society,
to the detriment of its women and girls.

McChrystal: We've Shot 'An Amazing Number' Of Innocent Afghans

As reported in the New York Times last week, a significant number of innocent Afghans continue to be killed by US and NATO forces despite new rules issued by Gen. Stanley McChrystal meant to help reduce civilian casualties. Indeed, the number of Afghans who have been killed or hurt by troop shootings at convoys and military checkpoints has basically remained the same since McChrystal announced his directives.

"We have shot an amazing number of people, but to my knowledge, none has ever proven to be a threat," said McChrystal during a recent video-conference with troops, the Times reported.

Last week, the Columbia Law School Human Rights and Sexuality & Gender Law Clinics released “Human Rights and Domestic Violence: An Advocacy Manual,” which frames and reinforces an international human rights approach to domestic violence/gender-based violence advocacy and underscores the growing interest among domestic violence lawyers and advocates in international human rights law strategies to address client needs.

It covers classic domestic violence issues such as physical, sexual, and emotional abuse and child custody, but also human trafficking in the U.S., housing and forced evictions, genital mutilation, and domestic violence within the LGBT community.

AmecoPress.- La Oficina de la Mujer de la Corte Suprema dio a conocer que la ocupación femenina en la justicia supera a la masculina y sin embargo su participación en cargos altos es minoritaria. Se buscará combatir este techo de cristal mediante políticas surgidas de un emprendimiento inédito, conocido como Primer Mapa de Género de la Justicia.

En la Justicia argentina hay más mujeres que varones y ellas trabajan más, sin embargo su representación en cargos altos es minoritaria, sobre todo en los superiores tribunales de justicia de las provincias, según reveló el Primer Mapa de Género del ámbito judicial elaborado por la Oficina de la Mujer (OM) de la Corte Suprema de Justicia de la Nación.

High Court Justices Appear Skeptical of Private Contempt Prosecutions

In a case closely watched by advocates for domestic abuse victims, several Supreme Court justices on Wednesday expressed serious discomfort with a District of Columbia law that lets the victims themselves bring criminal prosecutions to enforce restraining orders.

During oral argument in Robertson v. United States ex rel. Watson, at least four justices wondered aloud about the protections afforded to criminal defendants facing such charges.

Justice Antonin Scalia compared the District's system to tearing down the Department of Education and replacing it with a private corporation. "No good, right?" Scalia asked at the end of his analogy.

The case asks whether the individuals who bring criminal contempt prosecutions -- often battered women who work without the help of a lawyer -- do so as an agent of the government. In 2008, the D.C. Court of Appeals ruled that under D.C. law, Wykenna Watson was allowed to bring contempt charges against an ex-boyfriend in her own name, completely independent of any government authority.

Piden que el Papa declare ante la Justicia

La Santa Sede está preparando su defensa legal en una causa abierta en Kentucky. Dice que, como jefe del Estado Vaticano, goza de inmunidad diplomática.

El Vaticano sigue contra las cuerdas por el escándalo –que crece hora tras hora y que parece no conocer fronteras– de sacerdotes católicos implicados en casos de abuso sexual contra menores. Los alcances de la olla destapada están tocando tan de cerca al Papa que la Santa Sede está preparando su defensa legal en una causa abierta en Kentucky por tres presuntas víctimas de abusos sexuales, en la cual se pidió que Benedicto XVI comparezca ante el tribunal para declarar. Sería por negligencia y encubrimiento, cuando era prefecto para la Congregación de la doctrina y la fe.

Los abogados del Vaticano están preparando una defensa basada en tres puntos clave y un borrador de la misma ya fue presentado ante la corte de Louisville, en Kentucky.

Los defensores consideran que el Pontífice, en cuanto jefe de Estado, goza de inmunidad diplomática; que los obispos estadounidenses que supervisaron sacerdotes culpables de abusos no eran empleados de la Santa Sede; y que el documento de 1962, Crimen sollicitationis, no prueba el encubrimiento vaticano sobre casos de pederastía.

Con esta defensa, la Santa Sede busca evitar que el Papa sea implicado en el proceso y que documentos secretos sean citados en juicio. De esa manera, se cerraría el primer caso en Estados Unidos que busca determinar si las víctimas tienen derecho contra el Vaticano.

End Violence Against Women (EVAW) International is accepting abstracts for presentations to be given at our International Conference on Sexual Assault, Domestic Violence and Stalking which promotes innovative techniques, unique approaches, and promising practices in responding to crimes of violence against women. The EVAW International conference takes a multi-disciplinary approach to training, bringing together all members of the first responder team.

We are seeking proposals for presentations that meet the conference objectives, which are to:
Improve the care and response to victims of sexual assault, domestic violence and stalking;
Improve collaboration among first responders through a multi-disciplinary approach;
Improve the prosecution of all perpetrators of violence against women;
Promote effective prevention and risk reduction programs.

Evaluation Criteria:
Quality and originality;
Relevance to the field and multiple disciplines;
The extent to which the presentation identifies and addresses current and emerging issues facing first responders;
Contribution to the body of research in the field (i.e. proposals backed by scientific research will be given preference).
All workshops are 75 to 90 minutes in length.

Should There Be an Inquisition for the Pope?

It doesn’t seem right that the Catholic Church is spending Holy Week practicing the unholy art of spin.

Complete with crown-of-thorns imagery, the church has started an Easter public relations blitz defending a pope who went along with the perverse culture of protecting molesters and the church’s reputation rather than abused — and sometimes disabled and disadvantaged — children.

The church gave up its credibility for Lent. Holy Thursday and Good Friday are now becoming Cover-Up Thursday and Blame-Others Friday.

This week of special confessions and penance services is unfolding as the pope resists pressure from Catholics around the globe for his own confession and penance about the cascade of child sexual abuse cases that were ignored, even by a German diocese and Vatican office he ran.

Lamenta ONU violencia contra las mujeres en México

México, D.F., 29 mar 10 (CIMAC).- El Comité de Derechos Humanos de la Organización de Naciones Unidas (ONU) recomendó al Estado Mexicano tipificar el feminicidio, modificar el Código de Justicia Militar, y asegurar la aplicación de la Norma Oficial Mexicana 046 sobre violencia.

El organismo internacional señaló también al Estado la necesidad de armonizar la legislación sobre el aborto en todos los estados, en consonancia con la despenalización del mismo en el Distrito Federal en 2008, y homologar la Ley General de Acceso de las Mujeres a una Vida Libre de Violencia con las leyes estatales.

Después de que el pasado 8 y 9 de marzo, 18 expertos de la ONU examinaron el quinto informe periódico de México –presentado con un retraso de cinco años- el Comité dio a conocer sus observaciones finales, en donde lamentó que aún subsista la violencia contra las mujeres e instó al Estado mexicano a intensificar sus esfuerzos para garantizar que se respeten los derechos de las mujeres.

Entre las observaciones relativas al cumplimiento del Pacto Internacional de Derechos Civiles y Políticos (PIDCP), el Comité recomendó al Estado mexicano tipificar el feminicidio, incluso a nivel estatal y proporcionar a la Fiscalía Especializada para los Delitos de Violencia contra las Mujeres y Trata de Personas, creada en enero de 2008, la autoridad necesaria para hacer frente a los actos de violencia cometidos por funcionarios estatales y federales.

De acuerdo con el Comité se debe garantizar la aplicación de la Norma Oficial Mexicana 046 “Violencia familiar, sexual y contra las mujeres, criterios para la prevención y atención” (NOM-046), la cual deja en claro la obligación que tienen las instituciones de salud de practicar la interrupción legal del embarazo a las mujeres victimas de violación sexual.

Tijuana.- La ciudad es un punto de paso para una de las mayores redes de trata de niños en el mundo pues organismos internacionales con presencia en Los Ángeles que han encontrado a niñas prostituyéndose en aquella ciudad manifestaron que en Tijuana se acostumbra tener cautivas a las jovencitas previo a ser introducidas ilegalmente a Estados Unidos, reveló Edith Pérez, presidenta del Colegio de Trabajadores Sociales de Baja California.

"La trata y explotación de mujeres y niñas es el negocio más redituable para la delincuencia organizada porque se trafica con una materia prima reciclable y de la cual pueden sacar mucho dinero y el problema es que las autoridades niegan que esto suceda", señaló.

En entrevista, Pérez Velázquez aseguró que la trata de personas, que incluye la explotación sexual infantil, esclavismo o servidumbre, es un negocio tan redituable para el crimen organizado que seguramente en algunos años será su principal fuente de ingresos, aun superando al narcotráfico.

There Is No Women's Movement

Whatever money you have given Planned Parenthood, NOW, and NARAL has gone for naught. All you have to do is ask where were these women's groups during the health care fight, when they got beat by a minority in Congress led by one man? As for the Democratic Party, the majority who has always told us they support women's rights were played like fiddles. The so called progressives and "pro-choice caucus" in Congress rendered silent by the few. Speaker Pelosi... well, she served up Rep. Bart Stupak as the hero of health care. However, the Hyde Amendment didn't have to be codified in health care legislation, but that's what happened, because women had no champions in Congress.

Según la edición de ayer del The Washington Post, en Oregón y Kentucky dos jueces federales han autorizado acciones legales contra la Santa Sede por abusos cometidos por curas pervertidos.

Since the Catholic clergy sexual abuse scandal exploded in the United States more than a decade ago, advocates have been trying to find a way to learn the role the Vatican played. Now they have gotten further than ever in their efforts to holding the Holy See accountable in a U.S. courtroom.

Two federal appeals courts in recent months have allowed sexual abuse lawsuits against the Vatican to proceed in Oregon and Kentucky.
