Challenging Coercive Sterilisations of Romani Women in the Czech Republic
...During 2003 and 2004, the ERRC and partner organisations in the Czech
Republic undertook a number of field missions to the Czech Republic to
determine whether practices of coercive sterilisation have continued after
1990, and if they were ongoing to the present. The conclusions of this
research indicate that there is significant cause for concern that to the
present day, Romani women in the Czech Republic have been subjected to
coercive sterilisations, and that Romani women are at risk in the Czech
Republic of being subjected to sterilisation absent fully informed consent.

Decreto Supremo N° 001- 2008-MIMDES. Adscribe al Instituto Nacional de
Desarrollo de Pueblos andinos, Amazónicos y Afroperuanos -INDEPA- al
Ministerio de la Mujer y Desarrollo Social.
En el artículo 2º se indica que el Ministerio de la Mujer y Desarrollo
Social (MIMDES) presentará un proyecto de adecuación de su reglamento de
organización y funciones, así como del nuevo Reglamento de Organización y
funciones del INDEPA. Mientras que el artículo 3º del presente Decreto
Supremo, otorga facultades al MIMDES para la aprobación de dispositivos
legales que se requieran para el funcionamiento del INDEPA.
Ordenanza Regional N° 018- 2007-REGION ANCASH/CR. Declara de interés prioritario regional la prevención, atención y protección frente al hostigamiento sexual.
Atiende el mandato de la Ley Orgánica de Gobiernos Regionales referido a “formular políticas, regular, dirigir, ejecutar, promover, supervisar, y controlar acciones orientadas a la prevención de la violencia sexual”.
Ordenanza Municipal N° 39-2007-CM-HMPP. Incorpora como líneas estratégicas de las políticas de la Municipalidad, la priorización en la agenda de educación y salud, la prevención de la violencia basada en género, así como el Plan de Tolerancia Cero a la violencia familiar y sexual.
Atiende por un lado; el alto índice de violencia familiar y sexual contra la mujer en la provincia que constituye el 94.97 % de las cifras de violencia en general registradas por el Centro de Emergencia Mujer de Pasco.

| MEXICO: Niñas mexicanas prostituidas y esclavizadas al sexo en EU
Un negocio tan lucrativo y sofisticado como el tráfico de drogas florece en los Estados Unidos. El producto, son niñas mexicanas indocumentadas de 11 años o más que sufren la más aberrante sentencia: ser esclavas sexuales y satisfacer de 25 a 30 clientes diarios.
Dramas de niñas que con engaños fueron arrancadas del hogar de sus padres -a veces hasta por los mismos familiares- son cada vez más comunes.
“Las víctimas son las personas más vulnerables de la sociedad: bajos recursos económicos, sin educación y fáciles de manipular”, dice John Johnson, Director Regional del FBI en McAllen y ex Director de la Unidad de Derechos Civiles del FBI en Washington.
“Las traen con promesas de empleo y de mejores oportunidades pero cuando llegan es cuando las someten a intimidación y control”, agrega Johnson.
Otras víctimas son seducidas por anuncios de ocasión en los que se solicitan edecanes o modelos, advierte Víctor Manuel Treviño, Cónsul de México en Brownsville.
“Qué te parecen 600 dólares para comprar lo que quieras simplemente por acompañar a hombres en viajes? Nosotros podemos ayudarte a que lo consigas. Al otro lado”, dice uno de los anuncios que publican en periódicos para enganchar jovencitas.
Otros son los tradicionales que buscan trabajadoras domésticas o aquellos en los que un “buen hombre americano busca a una mujer mexicana joven para fines matrimoniales”.
Organizaciones internacionales que combaten el turismo sexual infantil dice que México es uno de los lugares donde la explotación sexual infantil está fuera de control, comparándosele con Tailandia, Cambodia, India y Brasil. Incluso, se atreven a decir que de los 13 mil niños de la calle que deambulan por la ciudad de México, el 95 por ciento ya ha tenido algún encuentro sexual con un adulto.
El problema es mundial y de acuerdo a la Oficina de Monitoreo y Combate al Tráfico de Personas, un estudio entre mujeres y niñas traficadas para prostitución encontró entre las rescatadas una “epidemia” de violaciones, abuso físico, transmisión de enfermedades sexuales como el SIDA y cáncer por el papiloma humano.
La violencia física contra ellas es tan extrema que resulta en huesos rotos, pérdida de conciencia y violaciones sexuales en grupo.

Family Planning Emergency
Dear feminist activist,
Take Action Today to Support International Family Planning!
Urge the members of the House Subcommittee on State and Foreign Operations and Related Programs to increase family planning funding.
Please join the movement to reverse cuts to reproductive health programs, helping the poorest of women. During the Bush years, family planning funding has been cut some 40% in real dollars, and funding to the United National Population Fund (UNFPA) has been withheld.
We must demand that the US pays its fair share to meet overwhelming demand for family planning. Today, 200 million women lack access to contraceptives.
A bipartisan group of members of Congress, led by Louise Slaughter (D-NY), Christopher Shays (R-CT), Michael Michaud (D-ME), and Diane DeGette (D-CO) are trying to reverse this horrific trend by requesting a $530 million increase from last year's level in family planning funding, which includes $63.5 million for UNFPA. This only funds the needs of an additional 18 million women, but it is a beginning.
Without adequate access to birth control, more than 500,000 young women die each year from pregnancy related causes and complications in childbirth every year. Another 70,000 women and girls die from botched, unsafe abortions. Plus, 50% of infant deaths are the result of poor maternal health and unsafe delivery care. Women want access to birth control, but our government's policy of cutting family planning funding is contributing to unnecessary suffering and death.
Please let Congress know you support empowering women and increasing substantially international family planning funding. This increase will begin to reverse the horiffic trend of cutting family planning.

A New Resource: Amnesty International: Implementation of existing laws on rape and sexual violence
Violence against women and girls is a human rights scandal, yet in many societies it is met with governmental silence or apathy or plain lack of interest.
>From the bedroom to the battlefield, from the schoolyard to the work place, women and girls are at risk from rape and other forms of sexual violence.
The response of governments to rape and other forms of sexual violence is still inadequate.

Oaxaca, Oax., 8 abril 08 (CIMAC).- Teresa Bautista y Felicitas Martínez de 22 y 20 años de edad, respectivamente, locutoras y reporteras de la Radio Comunitaria La Voz que rompe el silencio, del Ayuntamiento Popular de San Juan Copala, fueron asesinadas ayer en una emboscada en el paraje Llano Juárez, en la carretera que conduce del paraje Joya del Mamey a Putla de Guerrero, cuando viajaban junto con otras personas en un automóvil particular rumbo a la capital del estado.
En el ataque resultaron lesionados Faustino Vásquez Martínez, oficial administrativo del Registro Civil con sede en Juxtlahuaca, y militante de la Unidad de Bienestar Social de la Región Triqui (Ubisort), al igual que su esposa Cristina Flores de 22 años de edad y sus hijos Agustín Gustavo y Jaciel Vásquez Flores de 3 y 2 años de edad, respectivamente, informaron autoridades judiciales de la entidad y la organización Centro de Apoyo Comunitario Trabajando Unidos (CACTUS).

Sin justicia no hay democracia

México, DF, 8 abril 08 (CIMAC).- Imelda Villalobos Muela, Yadira Fabiola Martínez Ramírez, Silvia Marcela Soto Alvides y Cintia Cecilia Pérez Soto, cuatro mujeres policías, entrenadas y capacitadas, se dijo, seleccionadas para trabajar en el sistema de juicios orales en Ciudad Juárez Chihuahua.
Las cuatro, sin motivo aparente, fueron detenidas arbitrariamente, vejadas e incomunicadas, sus derechos fundamentales cercenados.
Esto sucedió el primero de abril en las instalaciones del Centro de Inteligencia de Policial ubicadas en Ciudad Juárez (Cipol) donde se les iba a sumar a las actividades de Operación Mixta, en los que participan policías y militares.
Se las llevaron sin explicación a la Base Militar, donde fueron desnudadas e interrogadas. Su cuerpo quedó expuesto a las miradas de los militares, sin que éstos hayan identificado que se trata de una milenaria costumbre de vejar a las mujeres, que se trata de un delito, una violación constitucional y una violación a los derechos humanos que se acordaron por todas las naciones.
No es suficiente la denuncia ni el enojo o la demanda. Este hecho muestra de manera clarísima lo que Amnistía Internacional (AI) señala cómo saltar la línea roja, donde, “no los para nadie”. El gobierno de Felipe Calderón está rebasando los mínimos de respeto a las personas, a pesar de que, como diría la abogada Giulia Tamayo, de AI, recientemente en Madrid, México se coloca así en uno de los países de observación especial, de preocupación planetaria.

Mil 800 mujeres maltratadas en Tuxtla Gutiérrez: Procuradora

Tuxtla Gutiérrez, Chia., 8 abril 08 (CIMAC).- En Chiapas la Procuraduría de la Familia y Adopción registró en el primer trimestre del año mil 800 casos de mujeres maltratadas, informó la procuradora de la entidad, María Gertrudis Hernández.
En Tuxtla Gutiérrez existe un registró de 30 a 40 denuncias diarias y en lo que va del mes la cifra llegó a 150 casos a la semana, lo que suma para este primer trimestre de 2008 mil 800 mujeres que han sido objeto de violencia física, económica, sexual y sicológica.
La mayor violencia es física, aunque para María Gertrudis Hernández muchos son los casos de violencia económica “cuando el marido se niega a darle gastos a las mujeres”.

Fewer batterers put into programs
Victims' advocates fault plea bargains

As domestic homicides more than doubled in Massachusetts, judges
across the state sent only about half as many batterers to abuse
intervention programs last year as they did in 2003, according to
public health officials.
The plunging numbers are raising concerns among victims' advocates
that judges are too readily accepting plea bargains that allow offenders to attend shorter anger management classes instead of the more rigorous batterer-intervention programs.
Beyond that, state officials and advocates worry that fewer victims
are taking their cases to court, for a variety of reasons. Among them:
victims afraid of retaliation, illegal immigrants who are afraid to
become involved in the criminal justice system, and a key Supreme
Judicial Court ruling that puts more pressure on victims to provide
often difficult testimony in their cases.
"If there are fewer prosecutions and fewer people being ordered to
batterer intervention, it all starts to look like a pattern of lack of
accountability for perpetrators," said Mary Lauby, executive director
of Jane Doe Inc. "It should then be no surprise that there are more homicides."
Officials at the state Department of Public Health said they have
begun speaking with court officers to find out whether judges are
approving more plea bargains that allow of fenders to bypass the
intervention programs. Officials also want to know if judges are
sending offenders to anger management classes instead, which studies show are less effective at stopping abuse.
"From a public health perspective what worries me the most is whether the courts are referring people appropriately," said Carlene Pavlos, director of the Division of Violence and Injury Prevention at the
Department of Public Health.
Judges sent 1,192 people to intervention programs last year, compared with 2,231 referred to the programs in fiscal 2003.
The number of domestic violence homicides has increased sharply over the past four years, from 19 in 2003 to 42 last year.
The state does not specifically track the number of domestic violence
crimes, because they are prosecuted as other offenses - aggravated assaults, for example. The state monitors the number of restraining orders issued, which has decreased from 30,952 in 2003 to 28,121 last year.
But that statistic does not explain the more precipitous decline in
referrals to intervention programs or necessarily reflect a decrease
in domestic violence, said Judge Kathleen Coffey of West Roxbury
District Court. Coffey said she knows of many immigrants who are
afraid to pursue cases because they fear being deported. "So if
[intervention programs are] not being employed on a consistent basis .
. . then I'm concerned there is no adequate substitute," Coffey said.

Victims and Mediation Seminar Poses Important Questions
The Victims & Mediation Seminar will be held in 14-15 July 2008 in Lisbon, Portugal.
This is an important opportunity for researchers and practitioners working in the area of mediation, victim support and justice.
This Seminar is being organized under the Project Victims & Mediation, co-financed by the European Commission, which envisages firstly to attain a more exact notion of the current standing and treatment information of victims in victim-offender mediation projects and programmes in Europe.
In recent years, victim-offender mediation has earned a greater attention by those whose mission is to provide support to victims of crime and whose assessment on this issue may be briefly expressed in following idea: mediation is a practice which may entail potential positive outcomes for victims of crime in recovering or minimising the effects of victimisation, if certain factors are adequately taken into account.
Among these factors one can highlight:
* the way in which victims are approached, briefed and offered participation in the mediation process in order to achieve their free and informed consent;
* the time granted to victims to consider their decision on whether or not they want to participate in the process;
* the analysis of the victims’ profile and suitability to ensure that their participation does not result in secondary victimisation;
* the preparation of victims to participate in the process (the so-called pre-mediation);
* the support provided to victims before, during and after the mediation process;
* the extent and limits of legal representation;
* the extent and limits of confidentiality within the process;
* the extent and limits of the offender’s admission of guilt;
* the possibility to opt between direct and indirect mediation;
* the training provided to mediators in specific victims’ issues;
* the cooperation between mediation services and victim support services; among others.
It’s a fact that the attention given to victim-offender mediation has grown in the last years and the debate stills continues. Therefore, the aim of this Seminar is to contribute to the protection of victims’ rights and interests within victim-offender mediation and to the development further research in this field, promoting a transnational cooperation, information and best practices exchange.

(New York, April 7, 2008) – Five years into the Darfur conflict, women and girls need protection from rape and brutal attacks still being committed by government forces and armed groups throughout Darfur, Human Rights Watch said in a new report released today.
Neither government security forces nor international peacekeepers have provided sufficient protection for women and girls, who remain extremely vulnerable to rape and other abuses during large-scale attacks and even in periods of relative calm, Human Rights Watch said. Survivors of sexual violence face numerous obstacles to justice, leaving them without meaningful redress. Where the perpetrators are soldiers or militia, the chances of prosecution are still more remote.
The 44-page report, "Five Years On, No Justice for Sexual Violence in Darfur," documents the widespread prevalence of sexual violence throughout Darfur, and details incidents of violent rape perpetrated on girls as young as 11 years old. The government of Sudan has failed to rein in the abuse, much of which is carried out by their own soldiers and allied militia. In spite of the presence of international peacekeepers in Darfur, they have to date been under-resourced and unable to protect women and girls from rape and other forms of violence.
"Women and girls in Darfur are still living under the constant threat of rape," said Georgette Gagnon, Africa director at Human Rights Watch. "The Sudanese government has declared 'zero-tolerance’ for sexual violence, yet has done almost nothing to protect these victims."
Human Rights Watch documented numerous incidents of rape and other sexual violence by Sudanese government soldiers, members of government-backed "Janjaweed" militia, rebels, and ex-rebels across Darfur since early 2007. These cases represent a small fraction of the sexual violence incidents as the vast majority of them are unreported.

400+ kids taken from polygamist compound

ELDORADO, Texas - More than 400 children, mostly girls in pioneer dresses, were swept into state custody from a polygamist sect in what authorities described Monday as the largest child-welfare operation in Texas history.
The dayslong raid on the sprawling compound built by now-jailed polygamist leader Warren Jeffs was sparked by a 16-year-old girl's call to authorities that she was being abused and that girls as young as 14 and 15 were being forced into marriages with much older men.
Dressed in home-sewn, ankle-length dresses with their hair pinned up in braids, some 133 women left the Yearning for Zion Ranch of their own volition along with the children.

Hola, que Dios les bendiga a todos, estoy interesada en poder ayudar a mujeres que como yo nos encontramos en una situación difícil, en relación a conseguir una paternidad responsable de parte de padres que abandonan a sus hijos.
* Tal es mi caso, es lamentable que en una sociedad donde impera el machismo estamos acostumbradas a pensar que el pedir manutención para nuestros hijos es como abuso, hacía esos hombres que todo el tiempo nos están diciendo que no tiene dinero porque tiene otros gastos que hacer, como es mi caso, mi esposo (aunque ya no vivimos juntos) cada vez que le pido dinero, me manifiesta que no tiene porque tiene muchos gastos, por supuesto con su nueva conviviente.
* Ya tengo fijada una pensión alimenticia por el Juzgado, sin embargo no la cumple, y todo el tiempo estoy pensando lo voy a demandar por negacion de pensión alimenticias, pero siempre me conmueve el saber que no tiene dinero, pero ultimamente me pregunté ¿cuantas veces me ha considerado él? ¿cuantas veces le he suplicado su ayuda? a raiz de esto puse fuera a todos mis prejuicios y decidí hacer, hasta hoy no me han resuelto pero llegue a la conclusión que no estoy siendo mala tan solo estoy pidiendo lo que a mi hijo le conrresponde.

Día Mundial Contra la Prostitución Infantil
Urge crear y aplicar leyes contra Explotación Sexual Infantil: CDHDF

México DF, 4 abril 08 (CIMAC).- En el marco del Día Mundial Contra la Prostitución Infantil, la Comisión de Derechos Humanos del Distrito Federal (CDHDF) hizo un llamado a tomar conciencia sobre la situación de los derechos de las niñas y los niños y urgió a las autoridades gubernamentales a formular y aplicar leyes, políticas y programas para combatir la explotación sexual de la infancia.
De acuerdo con la CDHDF, en la actualidad se estima que hay cerca de 16 mil niñas y niños víctimas de la explotación sexual comercial en México.
Por tal motivo, el creciente número de casos relativos a la prostitución infantil ha sido tema de discusión en diferentes instrumentos diseñados para combatir la trata de personas con fines sexuales, “sin que hasta el momento se termine con el problema”, señala en un comunicado.
A esto, hay que agregar que el fenómeno también está presente en el “turismo sexual infantil”.
En muchos casos, la explotación sexual infantil está relacionada con el fenómeno de niñas, niños y adolescentes en situación de calle, señala la asociación civil Visión Mundial.
De acuerdo con declaraciones realizadas durante el Foro Internacional sobre Explotación Sexual Infantil, que se llevó a cabo en la Ciudad de México en 2003, 90 por ciento de menores de edad en situación de calle en México son víctima de abuso sexual, informa.
